All articles submitted to the Bulletin of the Moscow University. Series 27. “Globalistics and Geopolitics” undergo the procedure of initial review, review and approval at a meeting of the editorial board.
When a manuscript is received by the editors, it is initially reviewed and checked for compliance with the subject of the publication and the requirements for the design of manuscripts. In case of non-compliance with these requirements, the article is not accepted for consideration, the author is notified about it.
If the publication meets the formal requirements of the publication, the article is sent for review to the reviewer. The journal uses a two-way anonymous peer review procedure (the author does not know the name of the reviewer, the reviewer does not know the name of the author). The reviewers are known only to the editor-in-chief and the producing scientific editor.
Articles of graduate students are accepted for review only if there is a review of the supervisor and the recommendation of the department.
Articles are reviewed by members of the editorial board, members of the Faculty of Global Processes and invited reviewers – leading experts in the relevant field. All reviewers are recognized experts in the subject of the peer-reviewed materials and have publications on the subject of the peer-reviewed article over the past 3 years. The review period is up to 3 months.
The reviewer carries out a scientific examination of the author’s materials according to a certain structure. The reviewer is obliged to give an objective and reasoned assessment of the stated results of the study. Personal criticism of the author is not allowed. Each review contains a conclusion in which it is recommended either to reject the article, or send it to the author for revision, or accept it for publication.
Upon receipt of a negative opinion of the reviewer, the article is considered at a meeting of the working group of the editorial board, which decides whether to reject the article or whether it is necessary to obtain an additional review from an independent expert. If an article is rejected, the author is notified by e-mail.
If the review contains recommendations for correcting and refining the article, the editors of the journal send the author the text of the article with the comments of the reviewers with a proposal to take them into account when preparing a new version of the article or to refute them with reason (partially or completely). Finalization of the article should not take more than 1 month from the date of sending an e-mail to the authors about the need to make changes. The article finalized by the author is evaluated by the editors and, if necessary, re-sent for review.
If the authors refuse to finalize the materials, they must notify the editors in writing or orally of their refusal to publish the article. If the authors do not return the revised version after 2 months from the date of sending the review, even in the absence of information from the authors with a refusal to finalize the article, the editors remove it from the register. In such situations, the authors are sent an appropriate notification of the removal of the manuscript from registration due to the expiration of the time allotted for revision.
If the author and reviewers have irresolvable contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the final decision is made by the editorial board.
The final decision on the publication of the article and approval of the content of the issue is made at a meeting of the editorial board.
Upon receipt of a positive conclusion from the reviewer and approval by the editorial board, the materials are included in the “portfolio” of the editorial board for further publication. The executive secretary of the editorial office sends the corresponding notification to the author.
The editors reserve the right to edit and reduce materials. The refusal of the author to make editorial changes may cause the article to be rejected.
The original reviews are kept in the editorial office of the journal for 5 years.
Upon receipt of the relevant request, a copy of the review is sent to the Ministry of Education and Science of the Russian Federation.
