Principles of professional ethics in the activities of the editor and publisher

Editorial Board of the Bulletin of Moscow University. Series 27. “Global Studies and Geopolitics” adheres to the generally accepted ethical principles for the publication of scientific materials and the set of principles of the “Code of Ethics for Scientific Publications”, developed and approved by the Committee on Publication Ethics (COPE). The editors responsibly approach the task of maintaining scientific reputation and do everything possible to ensure the quality of scientific publications, while respecting the position of the author and copyright, regardless of the status of the author.

The editors make decisions regarding incoming materials, based solely on their professional level and quality, regardless of the race, gender, nationality, citizenship, religious, ideological or political position of the authors.

The editors of the journal confirm that they publish materials exclusively free of charge. Any attempt to offer financial rewards from authors or other interested parties will result in immediate rejection of publication.

The editors do not detect plagiarism in submitted articles. The decision on whether this or that borrowed fragment is plagiarism or not is taken only by the court. However, all manuscripts submitted to the editorial office are subject to a mandatory check for originality using the appropriate software.

The journal publishes only original scientific papers that have not been published anywhere before, do not contain incorrect or excessive borrowings (originality according to the Antiplagiarism system is at least 80%).

The editorial board accepts for consideration articles and reviews of scientists and researchers from domestic and foreign universities, expert institutes and international organizations, as well as postgraduate students of Russian universities, universities of the CIS countries, and universities from far abroad.

Unpublished data obtained from submitted manuscripts is not used for personal purposes and is not transferred to third parties without the written consent of the author.

All articles are subject to obligatory two-sided anonymous peer review (the author does not know the name of the reviewer, the reviewer does not know the name of the author).

The editorial staff selects reviewers in such a way as to exclude the possibility of a conflict of interest and prevent bias towards the submitted manuscripts.

The editors of the journal proceed from the fact that each author submitting his manuscript to the journal agrees with the ethical principles of the authors of scientific publications and the principles of peer review adopted in the journal.

Control over compliance with editorial ethics is carried out by the editorial board of the journal.

All fundamental content corrections made to the text are agreed with the author. In case of disagreement with the editing, both parties have the right to refuse to publish the material.

Detection of violations of ethics entails refusal to publish at any stage of the consideration of the manuscript.

Ethical principles of scientific peer review:

The reviewer carries out a scientific examination of the author’s materials, his actions must be unbiased.

Articles are reviewed anonymously (two-sided anonymous review, the author does not know the name of the reviewer, the reviewer does not know the name of the author).

The review should objectively evaluate the scientific article and contain a comprehensive analysis of its scientific and methodological advantages and disadvantages. Personal criticism of the author is unacceptable.

The reviewer carries out a scientific examination of the author’s materials according to such criteria as: scientific novelty, relevance of the study, degree of disclosure of the topic, foundation.

The reviewer is a specialist in the relevant field of international relations. A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript, should inform the editor about this with a request to exclude him from the review process of this manuscript.

The scientific supervisor (scientific consultant) of any of the authors who are applicants for a scientific degree cannot act as a reviewer.

In the event of a conflict of interest, the reviewer should inform the editor about this with a request to exclude him from the review process of this manuscript.

The reviewer should not use in their own interests information about the content of the work before its publication.

The article under review is a confidential document, it cannot be transferred for review or discussion to third parties.

Ethical principles of the authors of the journal:

The author (or a team of authors) is aware that he bears the primary responsibility for the novelty and reliability of the results of scientific research. The authors of the article must provide reliable results of the research. Knowingly erroneous or falsified statements are unacceptable.

The author submitting his manuscript to the journal accepts the ethical principles of scientific publications.

Manuscripts that do not take into account the requirements of the journal for their design are not considered for publication.

Authors must ensure that the results of the study presented in the submitted manuscript are completely original. Borrowed fragments or statements must be formalized with the obligatory indication of the author and source. Excessive borrowing, as well as plagiarism in any form, is unethical and unacceptable.

Authors should not submit to a journal a manuscript that has been submitted to another journal and is under consideration, as well as an article that has already been published in another journal. Submitting the same manuscript to more than one journal at the same time is unethical.

It is necessary to recognize the contribution of all persons who in one way or another influenced the course of the study, in particular, the article should provide links to works that were important in the conduct of the study.

All persons who have made a significant contribution to the study should be indicated as co-authors of the article. It is unacceptable to indicate co-authors of persons who did not participate in the study.

All co-authors must confirm their consent to publication by signing either a license agreement or the manuscript itself.

If the article was prepared as part of a scientific study funded by any organization, the authors provide an appropriate link and indicate the source of funding.

The editors are not responsible to third parties for violation of the guarantees given by the author.

The author does not claim to receive royalties.

If the author finds significant errors or inaccuracies in the article at the stage of its consideration or after its publication, he must immediately notify the editors of the journal.
